If I'm under 18, are there any limits to my driver's license?

Yes. Oregon uses something called a Graduated Driver's License (GDL) system, which gives out certain driving privileges over certain periods of time.

While driving on your learner's permit in Oregon, you will ONLY be able to drive while accompanied by a fully-licensed passenger who's at least 25 years old.

The first 6 months driving on your OR provisional driver's license, you will ONLY be able to drive:

  • Between home and work.
  • Between home and school.
  • When accompanied by a fully-licensed passenger who's at least 25 years old.

During the second 6 months on your provisional license, you will ONLY be able to drive:

  • With 3 or less passengers under age 20 who are not members of your immediate family.
  • Between 5 a.m. and midnight, unless driving to:
    • While accompanied by a fully-licensed passenger who's at least 25 years old.

Once you turn 18, you'll be eligible for your full, unrestricted license.

What happens after I pass my OR road test?

After passing the Oregon road test, you'll be eligible to receive:

  • Your provisional driver's license, if you're under 18.
  • Your full, unrestricted license, if you're 18 or older.

Once I have my permit, who can I drive with?

While driving on your permit, you'll be able to drive with:

  • A parent or legal guardian.
  • A licensed driving instructor.
  • A fully-licensed passenger who's at least 25 years old.

How To Get An Oregon Driver’s License

Driving can afford wonderful freedom—but only if you can prove you’re responsible.

In order to legally drive in Oregon, you must pass a number of tests that show the Oregon Driver & Motor Vehicles Services (DMV) that you can handle a vehicle and follow the rules of the road.

Still, the process looks slightly different, depending on your age and the type of vehicle you want to drive.

Oregon License (Under Age 18)

Oregon employs something called a Graduated Driver License (GDL) system for anyone applying for a first-time license under age 18.

You’ll be able to begin the process once you turn 15 years old.

Instruction Permit

The first step toward getting a full driver’s license in Oregon is getting your instruction permit. To do so, schedule an appointment with the DMV, and:

  • Bring acceptable proof of your:
    • Full name.
    • Date of birth.
    • Oregon residency.
    • Legal presence in the United States.
  • Have proof of school enrollment, completion, or exemption.
  • Pass the:
    • Written exam.
    • Vision test.
  • Pay the application fee.

Your parent or guardian will also have to be with you to sign paperwork on your behalf.

Once the paperwork is filed, tests passed, and fee paid, you’ll be issued your learner’s permit.

OR Learner’s Permit Restrictions and Requirements

Your OR learner’s permit comes with some restrictions.

While driving on your learner’s permit in Oregon, you will ONLY be able to drive when accompanied by:

  • A parent or legal guardian.
  • A licensed driving instructor.
  • A fully-licensed passenger who’s at least 25 years old.

Before you can move on to the next step, you’ll also have to:

  • Practice on your permit for at least 6 months.
  • Log 100 hours of behind-the-wheel practice.

OR

Completing the Driver’s Ed course will also waive the driving test requirement to earn your provisional license.

Intermediate License

The next step in Oregon’s GDL process is earning your provisional driver’s license. Make sure you’ve completed all the above steps before you apply.

If you completed the Driver’s Ed course, you’ll then simply have to schedule an appointment with the DMV and bring:

  • Proof of your:
    • Full name.
    • Date of birth.
    • Oregon address.
    • Legal presence in the U.S.
  • Your valid OR instruction permit.
  • Your behind-the-wheel practice hours log.
  • The Driver’s Ed course completion certificate
  • The appropriate fee.

A parent or legal guardian must also be with you to sign paperwork on your behalf. At this point, you’ll be issued your license.

If you didn’t take the Driver’s Ed course, you’ll have to pass the driving skills exam. You can take your Oregon road test either:

Whichever option you choose, you’ll have to bring the same fees and documents as above, and a parent or legal guardian must be with you.

After passing the test, you’ll be issued your provisional license.

OR Provisional License Restrictions and Requirements

You’ll need to practice on your provisional license for at least 12 months before you can upgrade to your full, unrestricted license. During that practice period, there will still be some restrictions on your driving.

The first 6 months driving on your OR provisional driver’s license, you will ONLY be able to drive:

  • Between home and work.
  • Between home and school.
  • When accompanied by a fully-licensed passenger who’s at least 25 years old.

During the second 6 months on your provisional license, you will ONLY be able to drive:

  • With 3 or less passengers under age 20 who are not members of your immediate family.
  • Between 5 a.m. and midnight, unless driving:
    • To or home from school.
    • To or home from work.
    • While accompanied by a fully-licensed passenger who’s at least 25 years old.

Driver’s License

After 12 months of provisional license practice, you’ll be eligible for your full license. To get it, return to the DMV one last time with:

  • Proof of your:
    • Full name.
    • Date of birth.
    • Oregon address.
    • Legal presence in the U.S.
  • Your valid OR provisional license.
  • The appropriate fee.

You’ll then be issued your full license. Congratulations!

Driver’s License (Age 18+)

If you’re applying for a first-time driver’s license in Oregon and you’re 18 or older, the process is a bit more streamlined.

Written Exam

To start, you’ll have to visit the DMV in order to pass:

  • The written knowledge test.
  • A vision test.

To do so, schedule an appointment with your closest participating DMV office, and make sure to bring:

  • Proof of your:
    • Full name.
    • Date of birth.
    • Oregon address.
    • Legal presence in the United States.
  • The appropriate fee.

After passing the exam and paying the fee, you’ll be able to schedule your driving exam.

In the meantime, you may only drive while accompanied by someone with their full license who’s at least 25 years old.

Road Skills Exam

To earn your full license, you’ll have to take the road skills exam. There’s no required waiting period to take this test in Oregon.

Whichever route you choose, you’ll need to schedule an appointment, and bring:

  • Proof of your:
    • Full name.
    • Date of birth.
    • Oregon address.
    • Legal presence in the United States.
  • Your valid instruction permit.
  • The appropriate fee.

The vehicle you test in will also need current and valid:

  • Liability insurance.
  • Registration.

After successfully passing the test and paying the fee, you’ll be issued your full driver’s license. Congratulations!

Transferring an Out-of-State License

Welcome to Oregon!

If you’re new to the state, you’ll have to transfer your license within 30 days of establishing residency. Luckily, the process is pretty easy.

Simply visit your closest participating Driver & Motor Vehicles Services office and bring:

  • Your current, valid license.
  • Proof of your:
    • Full name.
    • Date of birth.
    • Oregon address.
    • Legal presence in the United States.
  • The appropriate fee.

You’ll also need to pass a vision exam at this appointment and give up your out-of-state license.

Once all of the above credentials have been met, you’ll be issued your new Oregon license!

Oregon DMV Motorcycle Permit & License Info

To legally drive a motorcycle in Oregon, you have to:

  • Be at least 16 years old.
  • Already have a valid Oregon driver’s license.

There are also two ways to complete the process. You can either:

At the end of the process, a motorcycle endorsement will be added to your license.

Motorcycle Safety Course

This is the easiest way to earn your OR motorcycle license. As long as you pass the course, you’ll be given paperwork that waive any state DMV testing.

To turn your effort into an endorsement, simply arrive at the DMV with:

  • Proof of your:
    • Legal presence in the United States.
    • Full name.
    • Date of birth.
    • Oregon residency.
  • The course completion certificate.
  • Your current, valid OR driver’s license.
  • The motorcycle license fee.

Once the paperwork is filed and fees are paid, you’ll be issued your motorcycle license.

OR Motorcycle Endorsement

If you decide to test through the DMV, the process has two steps. First up is earning your motorcycle permit.

Ok Motorcycle Permit

To get your motorcycle permit in Oregon, you’ll have to pass:

  • The motorcycle written knowledge test.
  • A vision test.

Schedule an appointment with a participating Driver & Motor Vehicle Services office and bring:

  • Proof of your:
    • Legal presence in the United States.
    • Full name.
    • Date of birth.
    • Oregon residency.
  • Your current, valid OR driver’s license.
  • The permit test fee.

After the tests have been passed, the paperwork filed, and the fee paid, you’ll be issued your permit.

OR Motorcycle Permit Restrictions and Requirements

While practicing on your permit, there are a few restrictions. You will NOT be able to ride:

  • Unless accompanied by, and in eyesight of, a fully-licensed rider who’s at least 21 years old.
  • If it’s dark out.
  • With any passengers.

There’s no required waiting period to take your rider test. The idea is to allow you to get comfortable on the bike.

Your permit is valid for 1 year.

OR Motorcycle License

After practicing enough on your permit to feel comfortable, it’s time to get your motorcycle endorsement.

Rider tests are not issued through the DMV, but through approved third-party organizations.

Make sure to bring to your appointment:

  • Proof of your:
    • Legal presence in the United States.
    • Full name.
    • Date of birth.
    • Oregon residency.
  • Your current, valid motorcycle permit.
  • The testing fee.

After passing the test, you’ll have to take the results back to the DMV in order to receive your motorcycle endorsement.

Oregon CDL Requirements

A commercial driver’s license (CDL) will allow you to drive much larger vehicles than the average car. Before you can start the process, you must:

  • Be at least 18 years old.
  • Already have a valid Oregon license.
  • Be cleared by a federally-approved doctor or receive a medical waiver.

Once the above is complete, you can begin the CDL process.

Commercial Learner’s Permit (CLP)

The first step toward getting your commercial driver’s license is getting your commercial learner’s permit (CLP). The process involves passing:

  • The written knowledge test.
  • A vision exam.

To get started, visit your closest DMV office and bring:

  • Your current, valid OR driver’s license.
  • A completed medical self-certification form/waiver.
  • Proof of your:
    • Legal presence in the United States.
    • Full name.
    • Date of birth.
    • Oregon residency.
  • The CLP fee.

After the paperwork is filed, the fee paid and the tests passed, you’ll be issued your CLP.

CLP Restrictions and Requirements

You must hold your Oregon commercial learner’s permit for at least 14 days before you can take the road test.

While practicing on your permit, you are also required to drive with a CDL-holder who’s at least 21 years old.

Commercial Driver’s License (CDL)

To turn your CLP into a CDL, you’ll have to pass the driving skills exam. In Oregon, these are conducted by certified third party testers.

At your appointment, make sure to bring:

  • Your current, valid CLP.
  • Your current, valid driver’s license.

You must arrive to this appointment with a CDL-holding passenger who’s at least 21 years old. The vehicle you test in must also have current and valid:

  • Insurance.
  • Registration.

After passing the test, you’ll have 6 months to visit a regular DMV office and:

  • Turn in your test results.
  • Pay the CDL fee.

At that point, you’ll be issued your commercial driver’s license.
