When should my teen get car insurance?

Your teen should be insured once they're licensed and begin driving on their own (i.e., without another supervising licensed driver). Teens with learner's permits don't yet require insurance while they're driving under the supervision of a licensed adult.

If I'm under 18, are there any limits to my driver's license?

If you have an instruction permit:

  • You may only drive with a licensed driver who is at least 18 years old seated in the passenger seat next to you.

If you have an intermediate license/permit:

  • You may not carry more than one passenger under 18 years old who is not an immediate member of your family, unless you're also accompanied by a licensed driver at least 18 years old.
  • You may not drive between 11:00 PM and 5:00 AM, unless you:
    • Are accompanied by a licensed driver at least 18 years old;
    • You need to drive for a medical emergency; or
    • You're driving for work or school purposes and have signed documentation with you stating this.

How To Get A Wyoming Driver’s License

Learning to drive is exciting, but it’s also a huge responsibility. The Wyoming Department of Transportation (DOT) requires potential drivers to demonstrate knowledge and skills behind the wheel before allowing them the privilege of driving with no restrictions.

The requirements for getting your Wyoming driver’s license will vary slightly based on whether you are a minor (under 18 years old) or an adult.

WY Instruction Permit Requirements for Teen Drivers

If you’re under 18 years old, you must be at least 15 years old to apply for your Wyoming instruction permit.

To apply visit your local driver services branch and:

  • Provide proof of your:
  • Submit a completed Wyoming Driver License Application (form FSDL-705). Your parent/guardian must also sign your application to give their consent.
  • Have your photo taken.
  • Pass the written knowledge exam and a vision screening.

There may also be a permit fee; call ahead to your driver services branch to ask.

Your Wyoming instruction permit will be valid for 12 months. With your permit, you may only drive with a licensed driver who is at least 18 years old seated in the passenger seat next to you.

Wyoming GDL Intermediate License Requirements

In Wyoming, a graduated intermediate license is referred to as an “intermediate permit.” You can take your road test and apply for a WY intermediate permit once you’ve:

  • Turned 16 years old.
  • Held your permit for at least 10 days.
  • Completed your required practice hours.

Teen Driver’s Training & Practice Hours

To earn your intermediate permit, the WY DOT requires that you complete a number of training hours with your regular permit, supervised by your parent, guardian, or other licensed driver at least 18 years old. This training must consist of:

  • 50 hours of total driving practice
  • At least 10 hours of that total driven at night

Your parent/guardian can log your 50 hours of practice on the Behind-the-Wheel Driving Log to keep track of your progress. They’ll then have to complete the Behind-the-Wheel Driving Certification (form FSGDL-01) and submit it to the DOT at your license application.

Driver’s Education Requirements in Wyoming

While driver’s education isn’t required for a Wyoming license, taking a state-approved Driver’s Ed course can potentially allow you to bypass the road test, depending on whether your certificate of completion is from an approved program. This is at the discretion of your examiner.

Regardless, your Driver’s Ed completion certificate will allow you to earn your full, unrestricted driving privileges 6 months earlier, at age 16 ½ years old, than the usual mandatory age of 17 years old.

Road Test & Intermediate License Application

To take your road test in Wyoming, you must:

  • Be at least 16 years old.
  • Have completed all of your behind-the-wheel practice requirements.
  • Have held your permit for at least 10 days.

If you completed a driver’s education course, you may be able to waive your road test by bringing your certificate of completion to your examiner. This is at the examiner’s discretion, and your course must have been from a state-approved program. Be prepared to take your road test either way.

When you’re ready, schedule your test with your local driver exam center. Bring with you:

  • Your instruction permit.
  • Your parent/guardian.
  • A testing vehicle, along with its proof of registration and insurance.
  • A completed Wyoming Driver License Application (form FSDL-705). Your parent/guardian must sign your application.
  • Your Behind-the-Wheel Driving Certification (form FSGDL-01), completed by your supervising driver(s).
  • Proof of your:
  • Proof of completion for your driver’s education course, if applicable.
  • Payment for the $15 intermediate license fee.

Once you pass your road test, your intermediate license/permit will be mailed to you. While you hold your intermediate permit, you must adhere to the following restrictions:

  • You may not carry more than one passenger under 18 years old who is not an immediate member of your family, unless you’re also accompanied by a licensed driver at least 18 years old.
  • You may not drive between 11:00 PM and 5:00 AM, unless you:
    • Are accompanied by a licensed driver at least 18 years old;
    • You need to drive for a medical emergency; or
    • You’re driving for work or school purposes and have signed documentation with you stating this.

If you completed a driver’s education course, you only need to hold your intermediate permit until you’re 16 ½ years old before you’re eligible to get your unrestricted license. Otherwise, you must wait until you’re 17 years old to upgrade.

Driver’s License Requirements for New Adult Drivers in WY

If you are 18 years old or older but have never held a driver’s license before in any state, you must first pass a knowledge and skills exam before earning your new license in Wyoming. You are not required to obtain an instruction permit first, but if you wish to practice driving before taking your road test, you’ll need a permit to do so.

Optional Instruction Permit for Adult Drivers

To get a WY instruction permit so you can practice driving before your road test, you’ll need to visit your driver services branch in person and:

You’ll need to hold your WY instruction permit for at least 10 days before you can take your road test and apply for your full license. With your permit, you can practice driving as long as you have another licensed driver who is at least 18 years old in the front passenger seat next to you.

WY Road Test & Unrestricted License Application

To apply for a first-time unrestricted license in Wyoming, you’ll first need to pass a road test. If you opted to get an instruction permit to practice driving, you must hold it for at least 10 days before scheduling your test.

When you’re ready, contact your local driver exam station to schedule your skills exam. At your test, you’ll need to provide:

  • Your instruction permit, if you got one.
  • A testing vehicle, with its proof of registration and insurance.
  • A completed Wyoming Driver License Application (form FSDL-705).
  • Proof of your:
  • Payment for the $45 license fee, plus any testing fees if applicable.

If you did NOT earn a permit prior to applying for your unrestricted license, you’ll also need to:

  • Pass a written knowledge exam, if you did not first obtain an instruction permit.
  • Pass a vision screening.
  • Have your photo taken.

Driver’s License Requirements for New Wyoming Residents

If you hold an out-of-state license and move to Wyoming, you must apply for your WY driver’s license within 1 year of establishing residency in the state, unless you are moving from one of the following states:

  • Georgia
  • Massachusetts
  • Michigan
  • Tennessee
  • Wisconsin

If you’re transferring a license from one of these states, you must do so immediately after establishing Wyoming residency.

Transferring an Out-of-State License to Wyoming

The process of converting your out-of-state license to a WY driver’s license is relatively simple. As long as it is unexpired, you can generally bypass any examinations. If it has expired, be prepared to take all tests, including the written knowledge test and the on-road skills exam.

To apply, visit your local driver services branch in person and:

  • Submit your out-of-state driver’s license.
  • Provide proof of your:
  • Provide proof of a completed out-of-state driver’s education course, if you’re under 18 years old.
  • Submit a completed Wyoming Driver License Application (form FSDL-705).
  • Undergo a vision screening.
  • Have your photo taken.
  • Pay the $45 driver’s license fee.

Wyoming WYDOT Motorcycle Permit & License Info

WY Motorcycle Permit Requirements

Motorcycle permits in Wyoming are required for new applicants who are under 18 years old, and optional if you’re 18 years old or over (though highly recommended, so you can practice riding before your skills exam). The exception for minor applicants is if you have completed a state-approved Basic Rider Course, which allows you to waive all required tests to get your motorcycle license.

If you’ve taken, or plan to take, a Basic Rider Course (regardless of age), jump down to the next section on obtaining your Class M motorcycle endorsement.

You must be at least 15 years old to apply for your motorcycle instruction permit. To apply, visit your local driver services branch and:

  • Provide proof of your:
  • Submit a completed Wyoming Driver License Application (form FSDL-705).
    • If you’re under 18 years old, your parent/guardian must also sign your application to give their consent.
  • Have your photo taken, if this is your first permit ever.
    • If you already have a Wyoming driver’s license or permit, your photo should be on file.
  • Pass the written knowledge exam and a vision screening.
  • Pay the $11 temporary motorcycle permit fee.

While riding with your permit, you may not carry any passengers. Rather, you must be accompanied by a licensed rider driving next to you. You must hold your permit for at least 10 days and be at least 16 years old before applying for your motorcycle endorsement.

WY Motorcycle License Requirements

You have two options for earning your endorsement or license:

  • Take a state-approved Basic Rider Course (BRC); or
  • Take the on-cycle skills exam with the DOT.

Riders of any age can elect to take a BRC and bypass the knowledge and skills test requirements altogether. Instead, you’ll provide your certificate of completion to the DOT when you apply for your endorsement. If you’re a minor, you must still meet all age and graduated driver licensing requirements listed above in order to qualify for your license, including 50 hours of supervised driving.

If you choose not to take a Basic Rider Course, you must pass the on-cycle skills exam. When you’re ready, schedule your test with your local driver services branch.

Bring to the DOT:

  • Either your:
    • Class M motorcycle instruction permit, if you’re taking your skills exam; OR
    • BRC course completion certificate, if you’ve earned one by taking a rider course.
  • Proof of your:
  • A completed Wyoming Driver License Application (form FSDL-705).
    • If you’re under 18 years old, your parent/guardian must also sign your application to give their consent.
  • A completed Behind-the-Wheel Driving Certification (form FSGDL-01), if you’re under 18 years old and have NOT yet earned your intermediate driver’s license.
  • Payment for the $11 motorcycle endorsement fee.
    • If this is your very first WY license, you’ll also need payment for the $45 licensing fee.

If you’re taking your skills test, also make sure to have:

  • A testing motorcycle, along with its registration and insurance.
  • Proper safety gear, including helmet and eyewear.

Once you’ve either submitted your completion certificate or passed your skills exam, you’ll receive your Class M Wyoming motorcycle endorsement.

Wyoming CDL Requirements

Wyoming CDL Requirements

To drive a commercial vehicle in Wyoming, you must be at least 18 years old. To drive across state lines or to carry hazardous materials you must be at least 21 years old.

Regardless of age, to get your commercial driver’s license (CDL), you must first:

  1. Have a valid Wyoming driver’s license.
  2. Obtain and hold a commercial learner’s permit (CLP) for at least 2 weeks.

Getting Your WY Commercial Learner’s Permit

To get your CLP, you’ll first need to pass your knowledge tests, including those for any endorsements you’re applying for. The Wyoming CDL Manual has information on the criteria for each endorsement.

Visit a driver services branch to take your written CLP knowledge test, and bring with you:

Your CLP will be valid for 1 year, during which time you can practice for your commercial driver’s license road test. You can only drive with your Wyoming commercial learner’s permit when accompanied by another CDL holder in the front seat next to you. Their CDL must be of the appropriate class and have the proper endorsements for the vehicle you’re practicing in.

Applying for a WY Commercial Driver’s License

After practicing with your CLP and holding it for at least 2 weeks, you are eligible to apply for your full WY commercial driver’s license. First, you’ll need to take and pass a skills test for the vehicle class you’ll be driving.

If you’re also applying for a HAZMAT endorsement, you’ll first need to submit to a TSA threat assessment and complete that process before you apply for your WY CDL.

To complete your CDL application process:

  • Schedule an exam with your local driver exam station.
  • At your test, bring:
    • Your valid WY driver’s license and CLP.
    • A valid Federal Medical Card, if applicable.
    • A vehicle representative of the class and type you’ll be driving, which meets all safety standards.
    • Proof of insurance for your testing vehicle, or a letter from the titled owner authorizing you to use it for testing.
    • A completed Wyoming Commercial Driver License Application (form FSCDL-705).
    • Proof of your:
    • Payment for the $85 testing fee and $55 CDL fee.
