People between the ages of 16 and 18 can apply for a graduated driver’s license who meet the following requirements:
• The person has held an Arizona instruction permit for a period of six months or more.
• The instruction permit must be valid at the time.
• The applicant must have successfully completed a driver education program approved by the Arizona MVD or,
• The parent or legal guardian certifies in writing that the teen has completed at least 30 hours of supervised driving, with at least ten hours of nighttime driving.
Anyone who is 18 or older can apply for a Class D operator license.
